Dragging tags between 2 separators

I hope I can describe this: I have a Line Separator, then a Return, then another Line Separator. So there’s a gap of one line between the two Line Separators. Now (on iPad) I drag a tag from somewhere else inside the note into this gap.
Outcome one: the second Line Separator attaches itself to the tag as a - - -
Outcome two: the second Line Separator makes a little jump down, leaving a bigger gap between itself and the tag.
I’m not sure if my dragging by finger is not precise enough, but I was hoping I could just land the tag in the gap without anything funny happening. So far that wasn’t the case.

If I’m not mistaken, I can drag the tag inside two line separators but maybe it’s just not super precise in this context. Just to confirm this is your case, I’m starting with this

Yes, that’s exactly what I’m trying. But what happens looks either like this:

or with an extra gap between the tag and the next line (can’t reproduce it here)
