Abnormal image resizing behavior

Testing version: 11413 on Mac OS

What were you doing: Resizing image

What feature did you use: Image resizing handle

What happened: Once the image became full-width, it started to stretch in the vertical dimension, and the adjacent bullet point jumped up above the image.

What did you expect to happen: The image to stop growing one it became full-width and maintain its aspect ratio. The bullet point to not jump around.
