Suggestion: menu option and shortcut for folding the entire document to a particular level. Specifically nested headings, I’m not sure how useful on bullet lists.

If I get your user request correctly you want to collapse all level X (1 or 2, 3, …) headers in one shot. This is not particularly hard to make, but might I ask what’s your use case for this specific feature?
Collapsing to levels is a good way to get an overview of of your document
Outlining.
